Follow this article when your connection flow asks you to link an account for employee skill proficiency ratings. Reading skills and proficiency levels does not require this additional setup.
Employee skill proficiency ratings are recorded in Oracle as skill endorsements from the person linked to your integration account. Create a dedicated Nonworker person with a recognizable provider name. If reconnecting, reuse the same dedicated person and account. An Employee work relationship and the Employee security role are not required for the setup below.
The screenshots below use an example account. Use the provider name shown in your connection flow.
Before you start
You need an Oracle administrator who can create nonworkers and manage user accounts and security roles.
Follow the custom role and security profile steps in your connection flow; the main connection guide illustrates these screens. Add the following permissions while setting up the role, before saving:

Function Security Policies → Add Function Security Policy: Use REST Service - Content Items List of Values (
HRT_REST_SERVICE_ACCESS_CONTENT_ITEMS_LOV_PRIV). -
Role Hierarchy → Add Role: Access Skills Center (
ORA_HRT_ACCESS_SKILLS_CENTER).
Keep the security profiles configured in the connection guide. The account needs access to the employees whose skills it will rate.
HR administrator review: This creates a person and assignment in Oracle. The settings below avoid an Employee relationship, but do not guarantee exclusion from every report, downstream system or Oracle subscription measure. Have your HR administrator review its treatment. Use the regular Nonworker type; Oracle restricts Not Managed by HR from talent management and self-service, so it is not suitable for this setup.
1. Create the dedicated nonworker
Open My Client Groups → New Person → Add a Nonworker.
On Identification, choose the start date and legal employer approved by your HR administrator. Select Nonworker as the Nonworker Type. In your connection flow, click Copy beside the provider name, then paste it into Last Name in Oracle. Leave First Name blank. This name will appear as the author of skill endorsements.
Click Next and complete the required Person Information fields, including the address, using your organization's approved details.
2. Configure the assignment and submit
On Employment Information, select the appropriate Business Unit and give the assignment a recognizable name. Use these settings:
- Assignment Status: Active – No Payroll.
- Working Hours: 0.
- FTE and Headcount: 0. Open Work Measure Details to check and set the work measures.
- Include in Grade Step Progression: unchecked.
- No assigned payroll or salary.
Continue through Compensation and Other Information, then Review. Check the identity and assignment, and click Submit. Wait for any approvals and account provisioning to finish. Open My Client Groups → Person Management, search by Name, and note the Person Number in the results.
3. Link and configure the user account
Open Tools → Security Console → Users and search for the person you created. Oracle may create the linked account automatically; if it does, use that account.
If provisioning has finished and no account exists, click Add User Account, set Associated Person Type to Worker, and select the nonworker using the search beside Worker Name. Match the Person Number. Oracle uses Worker for this account field even when the person is a Nonworker. This links a login to the existing person; it does not create another person.
Add your custom integration role, including the skill permissions listed above. The Employee role is not required. Keep the account Active and configure its credentials using your organization's account-management process.
After saving, reopen the account and check Worker Name, Person Number, and Roles. Only the custom integration role is needed; the screenshot shows Kombo Nonworker Skills QA.
Allow time for Oracle's permission changes to become available before connecting.
4. Finish the connection
Return to the connection flow and follow the remaining instructions using the linked account. When prompted, confirm that the account is linked to the correct person.
Keep the dedicated person and account active while the integration is in use.
